People from BAME (black, Asian and minority ethnic) backgrounds constitute only 14% of the general population in England and Wales, but make up 25% of its prison population. In 2017 a review led by the MP David Lammy concluded that the justice system was biased against this group, and required reform.

A 2014 report by the National Research Council identified two main causes of the increase in the United States’ incarceration rate over the previous 40 years: longer prison sentences and increases in the likelihood of imprisonment.
The five prisons designated for 270 degree Level IV housing are Calipatria, Centinela, Corcoran, Lancaster and Mule Creek. The four 180 degree prisons on-line now are Tehachapi, Pelican Bay, New Folsom, and High Desert (New Susanville). New Soledad has both 270 and 180 degree design housing units.
