This is found in the iDroid -> Missions -> Buddy Support. When on the Support screen, you can select either of Quiet (Scout) and Quiet (Attack) , which will relocate Quiet to a specific location, which you then select on the map.
To increase the bond percentage, take Quiet on missions/Side Ops and let her do all the work for you. The more enemies she shoots and commands given by Snake, the higher her level increases.

In order to unlock this story mission, you’ll have to finish Side Op 150 – Secure Quiet. Be wary, though. Mission 45 starts as soon as you finish Side Op 150, and you won’t be able to abort it. Whatever you do, the game will keep putting you back into the mission until you finish it.
